A Year in Review

The year 2012 saw major growth, reform and progress for the Global Fund. The Fund appointed as its executive director Mark Dybul, a widely recognized and visionary leader on global health and a member of GBCHealth’s Corporate Advisory Board. The Fund also revamped its grant-making model and extended a program that makes affordable antimalarial medicines more accessible around the world.

Global Fund-supported programs continued to have a greater impact than ever: on November 30, the Global Fund released results that showed a substantial increase since 2011 in the number of people being treated for HIV, in the prevention of mother-to-child transmission of the virus and other interventions. The results included:

• A 27 percent increase in the number of people receiving ARVs, estimated at 4.2 million people since 2011
• A 35 percent increase in the number of insecticide-treated nets distributed for malaria
• A 46 percent increase in HIV care and support services provided to patients
• An 88 percent increase in HIV behavioral change communications
• An increase in the number of pregnant women receiving antiretroviral medicines to prevent the transmission of HIV to their unborn children from 1.3 million to 1.7 million

GBCHealth Co-hosts Reception for Gabriel Jaramillo in China

On the occasion of Global Fund General Manager Gabriel Jaramillo’s World AIDS Day visit to China, GBCHealth, BD and the China Country Coordination Mechanism (Ministry of Health) hosted a private sector reception and dinner on December 4 in Shanghai, China. The event was attended by Jaramillo, Dr. Ren Minghui (Director-General of the China Ministry of Health’s Department of International Cooperation) and senior executives from a number of Chinese and multi-national companies, including Access Bank, The Coca-Cola Company, Desano Pharmaceuticals Co., Edelman, GE, Nike, Northeast Pharmaceutical Group, Rongheng International Trading Co., and Standard Chartered Bank. The intimate gathering offered a unique opportunity to dialogue with Jaramillo on the Global Fund’s mission, China’s global health engagement and opportunities for the private sector.

Dr. Ren made a few short remarks emphasizing the importance of the collaboration of the Chinese Ministry of Health and the Global Fund, while outlining key upcoming priorities for the Ministry. Jaramillo acknowledged the strong presence of corporate companies at the reception, while emphasizing the importance of further engaging more private sector companies in the fight against AIDS, TB and malaria. Global Fund Business Forum Meets in Bangkok

The Global Fund — in partnership with GBCHealth, Friends of the Global Fund Japan, Pacific Friends of the Global Fund and the Thailand Business Coalition on AIDS — convened a two-day business forum in Bangkok from July 11-12, 2012, bringing together regional business and government leaders. The forum, “Investing in Asia-Pacific: Public-Private Partnerships in Health,” was successful in raising regional private sector interest in the Global Fund. Several PSD member companies attended, including representatives from Abbott Labs, BD, Merck, Sumitomo Chemical and Vestergaard Frandsen.

Highlights from the PSD Retreat and September Global Fund Board Meeting

Private Sector Advisory Group members participated in the Annual PSD Retreat and Pre-Board meeting on September 10-11 in Lyon, France, to discuss the key Global Fund Board decisions. The Advisory Group also discussed broader issues facing the Fund and priorities for the PSD. Read more about the retreat and the Global Fund’s September Board Meeting here.

Highlights from the November Global Fund Board Meeting

The 28th Global Fund Board Meetings took place from November 14-15 2012 in Geneva, Switzerland. Key agenda items included operationalizing the new funding model and selection of the Executive Director. The PSD held its pre-Board meeting on November 12 in Geneva, Switzerland, and an official delegation led by Dr. Brian Brink went on to represent the private sector at the 28th Board Meeting. High-Level PSD Leadership Changes

The terms of Private Sector Board Member Brian Brink (Anglo American) and Alternate Board Member Renuka Gadde (BD) will expire in mid-2013. GBCHealth has issued a call for nominations for the next Private Sector Board and Alternate Board Members for a term beginning at the Global Fund’s 29th Board Meetings in June 2013. Whitney White (Officer, Membership and Advisory Services, GBCHealth) has joined the PSD team in the role of interim Focal Point, having taken over from Anna Thompson-Quaye after her transition from GBCHealth in summer 2012. Whitney can be reached at psd@gbchealth.org. A subcommittee of Advisory Group members will conduct a request for proposals this winter to identify the next Focal Point for a term beginning in 2013.

Understanding the Global Fund’s Financing Mechanism

The Global Fund has recently approved significant changes to its grant-making processes. A New Funding Model, replacing the former rounds-based model, was approved in a series of decision points at the September and November Board Meetings. The model will be implemented in select pilot countries in 2013, with full implementation taking place in 2014.
